So yes, there are problems with madrassas. But contrary to conventional wisdom, fueling terrorism may not be the most troublesome one.

This seems very shortsighted. So they don't learn how to clean a Kalishnikov, they just learn the world view that supports the jihadi cause - We Muslims are unfairly attacked and oppressed by the sinful decandent West, only the Koran is true, that's why we just memorized it. A kid with a madrassa education is just cannon fodder.
