The later is a much more reasonable goal than the former.

Still I'd only go so far to attempt it. The attempt to have independence in different sorts of goods deemed as strategic leads to a lot of government interference, restrictions on trade, subsidies, taxes and penalties, political control of resources etc.

Resources wars generally are more likely to happen when countries go against the idea of free trade in resources. Even when prices go up, its usually much cheaper to buy them rather than fight for them.

As for the oil money going to arab governments, that includes the government of Iraq, that we are fighting to sustain.
