I would only guess that he not likely to use Excel 98 for his file. In that case it would probably be Excel 5 which Excel95 and 97 can open with ease on a Windows machine.

In the event that he IS using Excel 98 for Mac of which there is not yet a Windows equivalent, then he can download the converters from the micrososft website. It's listed under SOFTWARE DOWNLOADS in the upper left corner of the page.

Once you get there, that a whole slew of free stuff like Word, Powerpoint and Excel viewers that let you open files, but not save.
