Yes, it certainly can. But by your own arguments, if the government does something which is against the constitution (before it is changed), such as enacting income taxes, it is stealing.

So, your statement:
Your example of stealing- without legal authority is just silly.
Isn't really accurate if taxation wasn't done through appropriate legal protocols, and you if you stand by your statement that societies can do whatever they want within their own boarders. And there is some debate as to whether or not federal income taxes were implemented in a legal manner and that they may be in violation of the U.S. Constitution.
