For economic forces to work, the copayment would have to be hefty, like at least 50%. Such a scheme, if ever adopted, would last one or two election cycles before some compassionate (i.,e., vote hungry) pols goes for reducing the copayment, effectively attenuating and then destroying the economic inducements.

Of course there should and will be (as there is) some gov medical care for the indigent and destitute. I just would like the gov to give the rest a choice with medical savings accounts.
