European leaders deflect attention from domestic problems with a crisis somewhere. Clinton's time has run out to do anything significant, so a quick war looks good.

Amazing how Blair can follow one approach in Northern ireland, "building insitutions, removing the gun from politics" and follow the other extreme in Kosovo by militarising , terrorising, and destroying alll institutions save for NATO.
