I think I have it. They downgrade "near" the bottom so they can later upgrade before the market tops. Otherwise, they just do a round trip. Even if the miss on the bottom, they get a chance to upgrade later on.

IF they can downgrade, get some downward run in the price, then upgrade before they downgrade again, then they actually look good even if they miss most of the ups and downs. Perhaps they add value if their clients aren't getting killed with commissions and taxes, but generating sales and "looking right" is probably more important.
