Dan and Ephraim are omitted while Levi and Joseph are taking their places;

Levi was in fact a tribe of Israel but God did not allow them to be counted among the tribes of Israel: Num.1:47-54 also Num 3:11-12

Reason why Dan and Ephraim were omitted was omitted:

Deut. 29:18-21
Jud. 18:2-31
1 Kings 12:26-33
Hos.4-17

Their retoration to earthly inheritance is shown in Ez.48 (the millenniun chapter)

The people of Mt. Sinai entered into a solemn covenant with theri God and King, Ex.24:7-8, that is what is known as the first or national covenant.............NOT to be confused with the Abrhamic covenant, made some 400 yrs. previous and which was unconditional.
The covenant made at Mt. Sinai was conditional.

For many yrs. they all did well, the people obeyed the laws of God and received the rewards. Eventually they began to tire of all the obedience and desired to be like the rest of the world. They wanted an earthly King even in spite of God's warnings.....1 Sam.8:7-22Saul was so appointed

Later He was r4emoved because of sin, and God Himself appointed David (Of the tribe of Judah) to be King over All Israel. God then established the Throne of David Forever (2 Sam 7:11-17) making an everlasting covenatn with David that his throne and his house would endure forever and that there would always be on of David's seed of lineage to reign upon that throne over the House of Israel forever (Jer.33:17-26)....

So the House of Israel, the throne of David, and the everlasting covenant must be in existence today.

But Solomon, to whom David passed the throne, fell into sin causing the people of the 13 tribes to sin also, and because of their sin, God caused the Kingdo to be divided into two kingdoms (1 Kings 11:29-36)
The ten tribes under the leadership of Ephraim formed the No. Kingdom of Israel with Samaria as its capital and Jeroboam as its King.

The other two tribes of Judah and Benjamin with most of the tribe of Levi, formed wahat was known as the So.Kingdom of Judah with their capital located at Jerusalem.and Rehoboam as its King (1Kings 12:16-20).

Although Judah had received a large part of the tribe of Levi
she was still referred to as the two-tribed kingdom.
The tribe of Levi, havin g received no inheritance with Israel (Deut.18:1-2) was portioned among all the tribes for priestly
duties.

The Birthright tribes Ephraim and Manesseh went with the Ten-tribed kingdom. Judah to whom pertains the Throne or "Sceptre" through God's Covenant with David, formed the other kingdom....The Sceptre and the birthright were separated then and there.
