The fact it is packet based does actually mean more efficiency. For example, when connecting to a WAP service I am using one channel. With GPRS these channels (no matter how many used) will be a shared resource. A shared resource means increased capacity.

In the first guise of GPRS you'd be right to think that throughput would not any better than HSCSD, however we are still at relatively early stage and speed will increase quite rapidly.
