You would think this guy of all people would understand without a magnetic field due to a solid inner core - anything released into the atmosphere would be blown off into space by solar winds.

He understands that. The thing is, he understands the science and you apparently don't. This is not a problem that has been glossed over. But is well understood.

The rate at which the atmosphere would degrade is very fast on a geological scale. And very slow on a human scale. In the millions of years required to degrade the atmosphere to its present level, lots of things can be done to "top" it up. The most obvious one is to periodically drop a comet on Mars. In a few thousand years we no doubt will have the capability to capture a smallish comet, put it in a Martian orbit, chop it up into small enough pieces that few reach the ground and feed it into the atmosphere. Actually, we probably can do that before the end of the century.

Another is to break down the rocks and soil into its components and let the gasses escape. Or synthesis gasses in other ways.

It takes energy to do this. Lots of energy. But there are at least 4 different fusion projects, at least one of which should reach net gain in the next 5 years.
