Well, if you think Iraqis have a poor opinion of the US, then you haven't heard them on the subject of the UN. They agree with you completely.

There are a lot of contradictory beliefs held by many Iraqis. For instance, many of them don't like the US for invading but they don't want it to leave soon.... They don't like the US but their feelings towards many Arab countries are nearly as hostile because they supported Saddam. Etc.

Point is. You've got lemons, so make lemonaid.

It's worth reading the rest of the report. He's very good, for instance, on the matter of a consistent US message in Iraq.

His analysis of the first year of US administration in Iraq is worthwhile reading.

As I said, I don't agree with everything Cordesman says but he's done a decent piece of work.
