Here is the answer I got from the Detroit area Boy Scouts. Dingell's response is really a whopper.

Scouts - We have been receiving a few E-mails and calls concerning Representative John Dingell. John and Debbie Dingell are both lifelong Scouting supporters. John was a Scoutmaster with a son in Scouting, as well as our honored speaker at the Dick and Sandy Dauch Scout Center Dedication. Debbie Dingell is a member of our executive board. In addition, both of these individuals have been active with youth organizations, their community and the state of Michigan.

For longer than any of us can remember, the name Dingell has been a champion for important issues affecting southeast Michigan. It has been synonymous with leadership, integrity and honor. It is for these reasons that the Detroit Area Council, Boy Scouts of America has selected John and Deborah Dingell as this year's recipients of the Distinguished Citizen Award.

John Dingell has put out a statement to address the concerns that our constituents have about his recent vote.

Dingell on Decision to Vote against
H. Res. 853
Washington, DC - The following is a statement from John D. Dingell on his vote against H. Res. 853:

“The Boy Scouts are being treated unfairly. They are not allowed to use military bases for their meetings. The non-binding resolution passed by Congress does nothing to address this very serious concern, other than offer toothless support. On the same day the hi-handed Republican leadership passed a 3,300 page, 14-pound omnibus spending bill that left everyone with a bad taste in their mouth, they thought they could shove an after dinner mint down our throats and make everything alright. I voted against this symbolic gesture because, as a lifelong supporter and defender of the Scouts, I feel we need real action to address the Boy Scouts’ difficulty. I will soon introduce legislation which offers more than just kind, supportive words, but rather, solves their current dilemma.”
