No brainer. The girls scout. If the other option is a crook who has a definite agenda, due to the conflicting interest. Yes you are right there were lobbyists in that same group, therefore the sense of impropriety and thats the reason it is bothersome. "Perle, whose actions certainly have the appearance of impropriety" It is sad that only public pressure made it obvious to him that it was improper.
