CAP CAP, They will be using 1.5Mbs ADSL modems. This is the cheap stuff. For ADSL 8-9Mbs Downstream 1Mbs Up is the high side. Depends on the subscribers distance from the company office. You would be surprised how much bandwidth you can squeeze from a POTS Line! How about 52Mbs at 5000ft! Thats VDSL. Enough bandwidth for HDTV. Think of your neighborhood telephone lines as a SpiderWeb. Now would you want to replace the Spiderweb with Fiber? or run one strand of fiber to a central Point of Presence and use the existing copper for the last mile and achieve 52Mbs? This works!
