At the very least, MS would have to run the test on an Alpha NT machine, kind of like their Terraserver web site. Of course, not too many people are deploying those systems, while tons of sites run Oracle on huge Sun configurations. My reading of the challenge pretty much allows any hardware configuration. The price/performance ratio is not an issue here, it's just plain speed. I can't say for certain that MS has been claiming that SQL Server 7 will allow OLAP on a terabyte database because I haven't heard that particular claim. If they have been, however, Larry's challenge is a very public "put up or shut up".
