Everybody pays the royalty tax on CD-Rs whether or not they use them to copy music. It is a blunt instrument, but a well used one.

No, actually there are two kinds on CD-R, one that have the tax and ones that don't. The home audio CD writers can only write on CD-R (DA). Personal computers can write on either. The only people who pay this tax are the people who own home audio CD writers. Which is a pretty small market, since most people can afford a personal computer with a CD writer.
