Clearly that 79.2% of the drop in stock values, that occurred while Clinton was in office, was not Clinton's fault.
How could it have been? He didn't do anything.

I thought John offered an elegant solution. He blamed it on Bob Rubin. If you don't accept that, blame it on the then governor of Texas...Yup, it was probably his fault.
