There is a difference between the effects of imperfect compliance with a law against guns, and a law against say murder.

Imperfect compliance with a law against murder, still means less murder then if murder was legal.

Imperfect compliance with gun laws preferentially disarms the law abiding.

If you could very strongly preferentially disarm criminals, then maybe the gun law would work. If you would equally disarm the criminals and the law abiding, then it probably wouldn't do any good, but at least a case could be made that it would help. But preferentially disarming the law abiding just makes them easier targets for the criminals.
