I see Sean has solved your problem more elegantly, but to set things straight, my comment was to suggest something in the form of: IF (((bkout-up-today NOT bkout-up-yesterday) and volume test) OR (bkout-down-today NOT bkout-down-yesterday) and volume test)) as the full criteria. No need for multiple if...then statements.
