Milo is part of the problem. The rest of the problem is the latent Serbian nationalist desire.

Milo was the spark, but the culture provided the fuel. Had there not been this predisposition of the Serb people to accept Milosevic's BS, Yugoslavia might still be a ethnically diverse federal republic.

But they listened to Milo, and continued to alienate their fellow Yugos until the Slovenes, Croats, and Macedonians opted to go their own way.

Just as in Germany where Hitler could not have come to power without the inherent insecurity and prejudices of a people willing to listen to him.
