I'm not a techie, but to me the article underlines the potential dangers/shifting sands of being held captive to MS OS. If MS wants to "break" you product they have that capacity through changing the API. They also have the ability to limit your product's performance through API, and can enhance their own through unpublished specs. With MS's growing interest in db area, ORCL's attempt to create their own OS is not so far out there in this light. Could be a competitive necessity?

Also an ORCL shareholder, no MSFT shares.
