I don't think this is a indication that more Corel products are being sold on the ISP.
The problem with your ISP is that they are getting more customers and not order more telephone lines. Normally ISP have 10% to 20% phone lines per the number of dial in customers. You can call and ask what percentage of lines they have to customers. If it's only 10% find another ISP with a higher percentage. Or else more people are staying on the circuits longer than the formula allows.This formula was developed for telephone companies Central Offices (CO). And voice calls are usually not as long as data communications so this formula too me seems very weak so thats why you get busy signals.

But if you notice that your data transfers are getting slower than this would indicate more traffic on the server which would indicate more business on the server which might indicate more Corel products being sold. But this could be misleading because the number of servers ,dial in modem speed and backbone size of the ISP affects the data transfer rate.
