I think they've tried to simplify things by making the cast do double duty as politicos and substantive types. Now, there isn't really a Chinese wall separating the two in the real world, and certainly not at the highest levels, but there are real differences in emphasis between people in different jobs.

The real-world counterparts of the main WW characters we see on the show are highly politicized, and IMO care much more about short-term approval ratings than about anything else, including longterm substantive policy concerns. (Think of them as traders.) The real-world counterparts of the occasional functional experts you see on the show--the military and foreign policy types, for example--often try hard to put policy substance over short-term political concerns. (Think of them as LTB&H investors.)

In real life there's a constant battle going on between the two camps over what the administration should do, a battle that's actually quite similar to the raging flame wars between traders and investors online. Of course, at the highest levels of the administration (think cabinet level and above), the folks have to blend the two, and that's what they (should) pay the big money for...
