I think so. It was easier to build long distance fiber networks because it is not regulated as the local loop is. Local loop/metro loops is a very well regulated area. Hence the delay in building it. On top of that there was always thedelayed promise of ADSL coming.

last and first mile will be built from now on:
1) ADSL is dead and;
2) the dust has (at last) set on the Telecom Act of 1996. Maneuvering and lobbying delay tactics are all done already.

last and first mile is now a fixed target. Just my two cents
