So there is some party identification when you vote in a primary in Washington State.

In this area in Virginia, historically government employees rarely will vote in a primary because of possibility of loosing their jobs because they identified themeselves in a primary.

Hence, a 30% turn out of voters in a primary is the norm----general elections then trend much higher as the government employees vote-----both civil and military.
