I agree. I think that if Breen had any more prosecutions in mind they would have been called as 'witnesses' to persuade them to cooperate during the trial. I'm sure Breen's staff interviewed dozens of people. The fact that they didn't bring any additional charges suggests that they don't contemplate doing so.
