Yes, that is my understanding but it does let you respond to after/pre- market news. Most daytraders were using Datek (there is an SI thread) for $9.95 internet trading and PT Discount for out of hours.

Re your other question, the theory is that market makers wanting to buy stock must encourage selling by lowering the price (downtick). After all who sells if the price is rising? If they sell a block to institutions or public it is on an uptick, which is how they make their profit.
