I thought the news was in KAY BAILEY HUTCHISON's action. That... and the fact that partition into three autonomous regions (in one form or another) has long seemed both logical and fairly 'inevitable'. Not that it can or should be mandated from the 'top down' by us of course. It will have to evolve organically from the locals or it will have no particular benefit.
