Another strange thing going on with the Chrome browser.

I have a webpage which lists a collection of pdf files which can be downloaded. The links are a bunch of rows.

However, sometimes the list of files/links is long enough that it goes below the bottom bar of the browser.

If I select the Up/Down bar on the right side of the browser to move down to see the lower links, the browser page moves down for a second, but then it automatically shoots back up to the top of the page. So this happens very quickly, and I can never look at the links that are below the bottom of the browser.

Any suggestion for how to remove this "Snap Back Up" function?
