Francis, do you get the Wall Street Journal interactive edition? If you do, look at the first item on the front page. Here's the link:

The lead is as follows:

"THE U.S. FEDERAL Communications Commission said in a report to Congress that Internet phone services are more like telecom services than Internet services. But the FCC said it is not ready to conclude that Internet phone services should be regulated as a telecommunications service."

What on earth do you make of the disjunction between this lead and the "profound shift" lead in the Times?
