Over the past 30 days, the average Short Volume has been 32.86%.

A bit more than the mere 3% we've been told is an insignificant amount and doesn't affect daily trading. From the chart it looks like it's being traded so net short volume would be lower. Right? Is that why it distinguishes short volume from short interest and also why reported short interest is low?
