IBD merely indicated that it was among the best-performing based on their "proprietary" benchmarks: EPS growth rate and relative strength compared to other stocks. If you're following it, you've no doubt noticed that its price has been stable or up this year, while other techstocks were going in the tank. For those of us with a significant representation of techstocks in a portfolio, GILTF has been a bright spot this year (up until last week when others also took off).
