Kerry did meet with all the key members of the security council, separately. He did not meet with a few minor ones like Ecuador. His statement was a slight exaggeration, but was basically true.

Kerry never lies, lady. He is as honest as they come.

No wait, he did lie once during the campaign. He said he didn't regret his vote to give Bush war powers. I'm sure he did. But he saw it as a trick question to give Bushies phony "flipflopper" ammo, one of the most dishonest of the Bush campaign ads.
