Come on, Steve, it's got only "couple thousand feet" in altitude and "three miles" in distance. If that's the sort of success worthy of note on that website, we have little to worry about. Try lugging something like that within three miles of NYC, set it up ready for launch, and see if you get arrested before it takes off. For crying out loud, it's PVC tube rocket! You can get comparable results by launching a big bloon carrying your payload and shoot it down over the target area with a rifle from distance. A crop duster would be devastating in comparison.
