When we hit that aspirin factory in Sudan, we hit what we intended to hit. Does that make it a "valid target"?

During WWII, the US bombed POW camps containing Allied prisoners at least twice. They hit what they intended to hit. They just thought what they were hitting was something else. Were those "valid targets"?
