Jon suggests: I think the Linux model with a twist would be great. Let engineers have VxWorks for FREE, as long as they are just doing development, with licensing fees when products are actually shipped. Sneak in the back door.

I think Cygnus/Redhat has tried that idea with their ECOS RTOS. If it wasn't derived from TRON, perhaps it would've had a better chance. :)

If royalties are 20% of sales, there's always the question if making the runtime licenses free might it liberate let's say 35% more design wins, and an equal increase of designs under maintenance? Perhaps not, because many RTOS-less designs may not have the budget for real production-quality tools (at about $50,000/design). Anyway, just a thought.
