Well, at any rate, that is the spin this news story puts on it.

Bush keeps tight rein on Cabinet

Seems that the President is requiring his Cabinet Secretaries to spend a few hours each week actually at the White House, coordinating policy across the Administration. Where I work, we call this a "team meeting"; you know, where we get together and set priorities and assign tasks. But nothing the Bush Administration does is without its MSM report darkly hinting of some nefarious plot.

What it really means, of course, is that the MSM is less likely to trip up Cabinet officers who get off message with the additional problem of there being less leakage for the MSM to feed off. A good executive sets policy, delegates authority and then keeps close tabs on how everything is getting along. Sounds to me like we've got a President who is a good executive.
