Coping files from a Vista computer is not a problem, but to move your Windows license from one computer to another, it has to be a retail version and not an upgrade or OEM (manufacturer version).

Unused Vista licenses are expensive and very hard to find today and there's no guarantee a Vista license from a 3rd party today would activate. I bought two copies of Vista Ultimate a few years ago and only one key was good.

If you absolutely want a Vista computer, I would look for a used machine with it already installed.

As for an all in one computer, you have to decide whether you want something mobile like a laptop or a stationary desktop machine and there are advantages to both.
