I'd think that the T Boulder experiment is simply an attempt to placate Kennard and Boulder itself. I recall a few years ago when the City of Boulder stripped Viacom of its operating license in the city because of the cableco's high handed approach to service provision and cost. It's a city with attitude that gets special respect....
