I think you would need a declaration of war on certain regions, and then deny entry for anyone who has resided in those regions. I don't have a problem with blanket bombing by the way under that scenario. No one is in Northern Iraq who is not a radicalized ISIS supporter at this point unless they have been segregated from the radicals or enslaved. If there are others they have been segregated from the body of radicals. And for people already in the US who originated from those regions, require tracking intelligence and require them to report on a regular basis. If you are going to play war go to war to defeat the enemy. How hard is that? If not ... go away and let the Middle Eastern interests fight it out. At this point we are contributing to the problem ... part of it.
