This is a passport recycling economy. People pay to go and stay 2 years and leave with a Canadian passport. They (Lebanese and Iranian) think that with a Canadian passport they were recycled. Both engineers friends of mine are doing the 2-year stint. A few Indians tried to get a management position in Saudi Arabia applying as Canadian citizens. The employer did Skype interviews and upon knowing they were recycled refused them as candidates. Ask how many Chinese are doing this. You see people go there just thinking that getting a Canadian pedigree enhances their chances. I know how the world works... Well, if it they make money with this OK, I only have a problem when they want to get MY money without providing any value.
