The subject was crime rates which dropped under both presidents but likely not mostly because of anything either president did.

If your talking about economic growth, Clinton's presidency was perfectly timed between recessions and during the internet boom (and to an extent bubble). Reagan's presidency started with the need to knock down rampant inflation, the tight money to do that resulted in a deep recession but growth was very strong coming out of that recession. Which is not to say that growth wasn't strong when Clinton was president as well, but part of that has to do with the deregulation that Regan continued and the move from very high tax rates that started under Reagan (Clinton,.Bush 1, even Reagan himself raised rates, but never to as high as they were when Reagan took office), and the end of the cold war.

If your talking about some other point well I'd rather not guess, if you care to make it I might respond to it.
