Article is dated October so that the interview was likely given in August. Also could be that they try to prop the market till January to delay capital gains recognition for taxes. Taxes are going up after 2004 by hook (on the vote of politicians) or by crook (via sunset provisions).

He may also be looking for a Q4 2003 low based on the time being 9-months from the March low. Corrections are usually mild until 12-18 months after the four-year low (October 2002), possibly Q1 2004.

Volatility bound to be higher next year since the Dow has made 3000-4000 point round trips in the three to six months preceding the last several elections.
