Please note that the security REFR that you have placed an order to sell short in your account is subject to a negative rebate charge. What this means is that in order to maintain the short position in your account, a fee will be assessed on a daily basis at a fluctuating interest rate and charged to your account. This has become necessary since the availability of this security to facilitate and maintain the short position has become limited. The amount of the fee that will be charged your account is a function of the availability of the security and the size of the short position you maintain.

The fee will begin being assessed starting on 10/15/02 in your account at an initial rate of 10%. Please note that this rate may fluctuate depending on the availability of the security and once implemented will be effective through the settlement date of the position should you wish to close out the short.
