It is an attempt to raise taxes on the backs of some states over others, and it wouldn't just affect "the rich".

So no, I do not think you can fairly categorize it that way. If Bush would like to raise federal taxes on "the rich", fine, let him do that- nationwide, however he wants to define "rich" (as long as he doesn't define "rich" as "those folks in the blue states that wouldn't vote for me").
