If the phone is imported and 51% of added value happens in further processing in the USA, then it is considered Made in the USA.

Any imported components would be subject to tariffs, with the rate dependent on the country it was exported from.

Most iPhones up until a few years ago were Made in China, but the added value in China on an iPhone that was assembled there was less than $100. Chips, memory, software, screen, and other components came from outside China.
