Wouldnt have mattered how much money was budgeted that particular time. When it comes to supplying our forces with major items like armored Humvees, those decisions are made YEARS in advance and completed via a time table. One reason is for efficient production, minimal cost (as compared to an OT situation), and opportunity to upgrade over time as improvements come along. In the PARTICULAR case of Humvees, they were NEVER designed originally to be a TANK but rather to be a BIG JEEP, nimble and fast with many multiple purposes. this roadside bombing is something NEW to our forces IMHO could NEVER have been forseen by anyone. Frankly, while in this particular instance the armor will be a welcomed thing, in many other instances, IMHO the armor will lead to the Humvee being unable to fulfill other jobs it was better designed for originally. I do a LOT of offroading and weight IS a factor. Most of us that are serious offroaders constantly strive to REDUCE the weight of our vehicles. jdn
