It's as Powell just said in his speech, Arafat has nothing to gain from violence. Something he obviously doesn't believe, since he's been pursuing a policy of violence.

The fact is, Arafat needs the violence to preserve his own skin. The needs of Arafat and the needs of the Palestinians have diverged, and every intelligent person knows it. The tragedy is, Arafat is unremovable except by death.
