Curious how each side reads what it wants into the speech. The Israelis have noted the bits where Powell calls on the Palestinians to curb violence and show results, not just words. They also note that the speech offers up the Mitchell Plan as an implementation model. The Mitchell plan says, stop violence first, then return to negotiations.

So reading this speech as a break from previous initiatives seems wishful thinking on the part of the author.
