Yes, when someone purchases an item from within state, the seller must collect the sales tax.

But, when a buyer purchases an item from out of state, the seller is not required to collect the sales tax. The buyer is still obligated to pay the sales tax, and is typically required to account for that when filing their state income tax return.

What I was trying to say is that very few buyers (under these circumstances) make this disclosure or bother to pay the sales tax. It is one of the reasons that mail order is popular.

Obviously, with someone like Sears, which has locations in every state, they are required to collect the sales tax.

But PC Connection, for example, one of the most popular computer mail order houses, has its offices in New Hampshire (and Ohio, I think). Therefore, they need only collect sales tax from Ohio residents (New Hampshire does not have a sales tax).

(I buy antiques and new stuff from eBay.)
